Sheilah O’Brien founded Knowesis and serves as the Managing Principal. She has over 25 years’ experience of leadership and senior management experience in health care analytics. She has managed analytic practices for publicly traded companies as well as for small companies being acquired. She is a seasoned professional with strong expertise in utilizing a variety of complex business intelligence tools such as SAS BI, Cognos BI, Tableau, SQL Server Analysis Service/Reporting Service, Crystal Reports, and Business Objects. She has more than fifteen years of project management experience in various projects in the Department of Defense (DoD) Military Health System (MHS) and Department of Veterans Affairs (VA) and has solid understanding of the software development lifecycle. She supported VA to design and develop a prototype web application to identify and track specific Hospital Acquired Conditions (HAC), conduct enterprise evaluations and studies, and support the MHS in forecasting population health demand. She pioneered the joint data sharing between DoD and VA for analyzing joint markets (DoD-VA) Joint Incentive Fund project, which was one of the first to share health plan data between DoD-VA. Ms. O’Brien is experienced in a variety of projects ranging from clinical studies, application development, and enterprise reporting for the MHS, the Department of Veterans Affairs, the Air Force Medical System, Army Medical Command, and various commercial healthcare entities such as Merck and Pfizer Pharmaceuticals. Ms. O’Brien is certified to manage Protected Health Information in both federal and military electronic medical records. Ms. O'Brien has a Bachelor of Science in Sociology and Master of Arts in Public Administration.
Steven Flowers is a Principal and serves as the Chief Operating Officer. He has 30 years of healthcare experience that includes over 10 years of management consulting with large publicly traded companies with expertise in customer service, HR management, strategic planning, program management, continuous improvement, government contracting, quality assurance, market research, systems thinking, analysis, data mining, database, decision support, information security, information technology, and mergers. During this career, Mr. Flowers has managed $250M+ Federal contracts. He leverages expertise in Theory of Constraints, Lean Six Sigma to his work with in Federal agencies. Mr. Flowers served as a Malcolm Baldrige National Quality Award Examiner as well as an Air Force Quality Examiner. He had a distinguished military career as an Air Force Medical Service Corps officer with service in command positions as well as the staff of the Air Force Surgeon General. He was a distinguished graduated from the Air Force Institute of Technology and was a recipient of the Vice-President Gore's Golden Hammer Award. Mr. Flowers has Bachelor of Science in Public Health-Health Administration from the University of North Carolina at Chapel Hill, a Master of Science in Systems and Management from the Air Force Institute of Technology, and a Master of Science in Law from Champlain College. He also holds a Master Certificate in Government Contract Management and a Master Certificate – Six Sigma Black Belt and Lean Six Sigma, both from Villanova University.
Adam Zhang is the Director of Analytics, focusing on business intelligence and decision support. He is a seasoned professional with strong expertise in utilizing a variety of complex business intelligence tools such as Tableau BI, SAS BI, SQL Server Analysis Service/Reporting Service, Business Object and Crystal Report in problem solving process. He has more than 10 years of project management experience in various projects in Military Health System within DoD and VA, and has solid understanding of the software development lifecycle. Mr. Zhang has led a team to design and develop a forecasting and monitoring application (MHSPPT) for Military Health System’s (MHS) Prospective Payment System (PPS). In another effort, he worked as lead analyst on an evaluation project of integrated DoD/VA FHCC. He is proficient in the use of DoD and VA managed data repositories such as: M2, MDR, EAS IV, MCFAS, DEERS, and VA CDW, NPCD, MedSAS datasets, and VINCI. Mr. Zhang has a Masters Degree in Business Administration with specialized in Information Management and Finance from the University of Georgia.
John Broughton is the Director of Business Development with over 20 years of experience winning contracts in the Federal, State and local governments through proposal management, capture management, business development and marketing. He has worked in various industries of professional services, to include data analytics, strategic communications, program management office support, document lifecycle, technical/administrative support, IT managed services, telecommunications, service desk/contact center, security services, business processing, and other business outsourcing performance-based contracts - including competitive and directed, IDIQ/GWAC, and GSA Schedule based procurements. Mr. Broughton has developed and streamlined proposal processes, created proposal libraries, trained corporate staff, and built the infrastructure necessary to support high-volume business development functions for three companies’ and has served as the management representative for the ISO 9001 certification. Mr. Broughton served honorably in the U.S. Navy and performs community outreach for Veteran-related charities. He holds a Bachelors of Arts in Communications Studies from the University of Maryland and is certified through the Association of Proposal Management Professionals (APMP).
J. Tim Turner is an Executive Associate and has over 35 years’ experience to include senior management experience in the health care field, including policy development, strategic planning, operations, budgeting, privacy, information assurance, corporate communications, and education and training. For the past 18 years, Mr. Turner has worked primarily in the government health care consulting market where he has focused on various projects in support of the Military Health System (MHS) to include serving as Program Manager (PM) for several IDIQ contracts that total over $750M+. Mr. Turner served in a variety of positions as an U.S. Army Medical Service Corps officer. He was a medical evacuation aviator, commanding MEDEVAC units with his final assignment at the Office of the Army Surgeon General. Mr. Turner obtained a Bachelor of Arts in History from The Citadel, the Military College of South Carolina, has a Master of Arts in Management from Central Michigan University, and a Master of Business Administration from Syracuse University.
